Transport planning normally shows specific problems or wide transport concerns at a local level and has been traditionally a preoccupation of lower tier governments.  

Due to this fact transport planning is mostly developed in the urban sphere and it is there where most experience has been gathered.  

Planning process has many similarities with policy process.  

Finding a problem and seeking options and implementing the chosen strategy are essential steps in planning too.
