▪ the country can not be governed by only two levels of government..
▪ the issues at local level could be stay be solved by the people at local level..
▪ so, a new level of government was formed which was having powers to rule at local level...
▪ therefore a new policy of decentralisation was adopted which gave 2/3 Rd of the powers of central and state government to local level government...
