1.in Belgium out of 100 ,59 per sent where dutch and 40 per sent where french and 1 percent where German .
French in Belgium where economically better as compare to the dutch . this led to conflict Amongst two. thus a Belgium model which had following provisions .
1. the constitution was amended four times in order to accomodate both the communities .
2. in the central govt. equal number of french and dutch ministers where kept .
3. state govt. for flemish and wallonia region where separated . they where not subordimate to central govt.
4. in the capital Bruusels a separate govt. was elected which have equal number of french and dutch ministers .
5. a separate community govt. was elected by french , dutch and German people this govt. was formed for solving cultural issues . thus the problem of majoritaism in Belgium was solved through power sharing .

Thus Both the communities have equal number of representatives in the central as well as the Brussels's government.4-There is a third government known as the community government which is elected by people belonging to one language , irrespective of where they live. This government has the power on cultural matters .
