It's a cabonyl group here in cocl2. Carbon has four valency electrons in the outermost shell. Two are bonding covalently with oxygen which is also valency two and other two covalent bonds are satisfied with one chlorine atom each. Thus carbon fuflills its valency electrons.This carbonyl chloride can be derived from base molecule of methane CH4. Or can be derived from carbondioxide itself replacing one oxygen atom with two hydrogen atoms! These are all covalent bonds.
