A device for measuring wind speed is called an anemometer, and is (usually) just a turbine powered by the wind; a fan that spins at a rate proportional to wind speed, so by counting how many turns over a given period, or by connecting it to a small generator and measuring power output, you can calculate wind speed.

anometer is instrument used to measure wind.
wind is blowing of air either from sea to land that is sea breeze or from land to sea that is land breeze...
