mahtma gandhi decide to call off civil disobedience movement because of following circumstances :
1. worried by development of civil disobedience movement the colonial govt. began arresting the congress leaders one by one.
2.this led to violent clashes in many places.
3.when Abdul ghaffar khan the devoted disciple of gandhi ji was arrested people become angry and comes on road . many people were died.
4.when mahtma gandhi was arrested the peoples started to attack all those places which belongs to britishers
5.the peaceful satyagrahis were attacked , women and children were attacked.
6.due to this mahtma gandhi decide to call off CDM.
