The following circumstances made the Gandhi to call off the Civil Disobedience Movement :

As the people began to defy the government laws everywhere, it worried the British and they began to arrest freedom fighters and Congress workers. Khan Abdul Gafar Khan was arrested which lead to mass demonstrations in Peshawar. Govt. adopted the policy of suppression.

Later Gandhi was arrested which lead to mass protests. In Sholapur, Maharashtra the textile workers became violent and burnt Courts, railway stations, liquor shops, police stations etc. The Government came into action and started brutal repression. Even the peaceful satyagrahis were attacked and about one lac people were arrested. It worried Gandhi.

In the mean time British in order to break the deadlock invited Gandhi in Second Round Table Conference.

In these circumstances Gandhi called off the Movement and attended the Second Round table Conference.
