The Union Council of Ministers exercises executive authority in the Republic of India. It consists of senior ministers, called 'cabinet ministers', junior ministers, called 'ministers of state' and, rarely, deputy ministers. It is led by the Prime Minister.

  • Composition of council of minister ​is appointed by the governor.
  • Also a  non-member can be designated as a Minister and provides a place in the State Legislature.
  • The Ministerial Council shall include the Prime Minister & other ministers that he may choose to nominate.
  • While the Constitution does not assign the Council of Ministries in different levels, it has been done informally. Cabinet ministers and deputy ministers are in place.
  • The Governor shall appoint the Council of Ministers.
  • The Chief Minister who is appointed by the Governor is in charge of the Council of Ministers.
  • The chancellor, on the recommendation of the Chief Minister, appoints other ministers.
