Rajya sabha is upper house of the parliament.It is the permanent house.After every two years ,the tenure of its 1/3rd members came to end.
As per article 84 of the constitution,a person is qualified to be a mamber of Rajya Sabha provided he:-
1.He is a citizen of India.
2.He has completed 30 years of age.
3.It is important for me him that his name be in the constituency list of the state,from which he wants to contest the Rajya Sabha election.

The Rajya Sabha should consist of not more than 250 members - 238 members representing the States and Union Territories, and 12 members nominated by the President. Rajya Sabha is a permanent body and is not subject to dissolution.
The Rajya Sabha is a permanent House. The Rajya Sabha cannot be dissolved. Each member of Rajya Sabha is elected for a term six years. 1/3rd of its total member retire after every two years.
