Rajya Sabha is never dissolved completely hence it is called permanent house one third member of the total number of Rajya Sabha who has completed their tenure of 6 years later after every 2 years and equal member of new members get elected because unlimited member of Rajya Sabha retire step by step

the Rajya Sabha is not a subject of dissolution it is a permanent body but one third of its member retire after every second year there after fresh elections are announced for the seats vacant it at the beginning of the third year is member enjoys a 6 year term and is eligible for the election.

according to the constitution the Rajya Sabha shall be composed of not more than 250 members in 238 shall be representatives of the state and union territories and the remaining 12 has been nominated by the president.

a candidate for election to the Rajya Sabha must be a citizen of India and not less than 30 years of age holding additional qualification as may be prescribed by the Parliament by law from time to time.
