Development is a relative concept. It varies from person to person because it depends on the pre-existent socio-economic conditions of the environment of the person in question. Common denominators of development in human development are health, education, employment opportunities etc.

Human development occurs when all the sections of Indian economy get equal status and opportunities.Human development is defined as the process of enlarging people's freedoms and opportunities and improving their well-being.
for example,
if in a country the government tries to spend more money on the development of factories and industries it won't be much profitable as development of resources like hospital, road building and employment facilities for poor would led to a better human development. Giving proper treatment, respect for diversity and equality for all,etc. factors led to much more development of human resource.
