When evaporation occurs liquid absorbs heat from the surroundings to get converted to its vapour form as a result, there is an overall decrease in the heat leading to cooling of the liquid.

Water has a higher thermal mass than air . air weighs .076 lbs ft3 water 62.4 lbs ft3 Basically it has more mass..

So when you take a cubic foot of water and it evaporates during the transition from water to steam ( vapour ) it has used 970 btus of heat energy. -you must add this to the water to make it boil.. in the case of evaporative cooling that 970 btus is dispersed as the liquid becomes gas and thus the intended target for cooling has lost that 970 btus.. air conditioners work ( in a small degree ) on this by also removing humidity from the air, this makes your sweat more ale to evaporate into the dry air and thus cools you more.  This is also why in a very humid place 20 degrees feels ahell of a lot hotter, cause you are not able to sweat effectively.
