The Sinhalese community forms the majority of the population (74%) with Tamils (18%) who are mostly concentrated in the north and east of the island, forming the largest ethnic minority. Other communities include the Muslims. Among Tamils, there are two sub-groups.

Power Sharing :-

Power sharing is the very spirit of democracy .It reduces the possibility of conflict among different social group. In a good democracy Power should be distributed among as many citizens as possible . The above first reason can be called as prudential while second one as moral .

A very good example shown to us was of two cases of Belgium and SriLanka .

The SriLankan leaders adopted a series of majoritianism measures to establish Sinhala supermecy and to dominate the Tamils , but it led to undermine the unity of the country . By 1980's serval political parties were from demanding and independent Tamil ellam ( state) .This led to civil war between the two communities thousands of people of both communities were died .

In Belgium the leaders took a totally different path , they understood the importance of unity if nations . Despite being in majority the Dutch people accepted a equal representation of French speaking community at the central government. in return the French government also accepted equal representation of the Dutch people at the government of Brussels. some important laws require the majority of the communities. there is a separate kind of government called community government which is elected by the people of a particular community and as write related to culture , education , etc. when European union was formed Brussels was choose to as its headquarter.
