an incident ray is a ray that strikes a surface I.E when you point a spotlight on a mirror, the ray that comes from your spotlight to the mirror is called INCIDENT RAY

now the incident ray may bounce off from the surface and hit another surface. the ray that bounces off that surface is called REFLECTED RAY.

N/B When you draw a perpendicular line that is degrees to the surface, the angle between the incident ray and the perpendicular line is called the ANGLE OF INCIDENCE

the incident ray is from a specific source whereas a reflected ray is the one that bounces off a surface after reflection.

The difference is of their powers. Suppose an incident electromagnetic ray has some power and it hits the surface. After hitting the surface, the reflected ray won’t have the same power as that of the incident ray but will be less than that of incident ray.
