Explain the difference between challenge of expansion and the challenge of deepening of democracy with an example.

Challenge means a difficulty which has a latent opportunity for progress. When we overcome a challenge we rise to a higher level. There are various challenges for democracy.

Challenge of expansion is the horizontal expansion of the democratic process through the establishment of democratic institutions. For example, certain socio-economically backward groups in India have not yet to got political powers. Some north-eastern states have to be integrated with the mainstream India.

Challenge of deepening is the vertical expansion of the democratic process where institutions are given more powers through local self governments. It involves strengthening of institutions and practices of democracy. For example, in early nineties, the Chief Election Commissioner, Mr. T.N. Sheshan brought about revolutionary changes to discipline the political parties and ensure fairer elections.
