MY DEAR HERE IS UR ANSWER:

coming together federations means it really happens in countries like AMERICA,SWEDEN...etc...where all the states are united and protest for democracy

holding together federations happens in countries like INDIA,BELGIUM..etc..where there are federations...in which power is divided between central and state governments...

the major difference between this is power sharing it was desirable...
