it is included in the formal sector hence it is more safer than the credit borrowed by the moneylenders as they can harrass the borrower into repaying the money.

Moreover, The RBI regulates and monitors the function of every bank so that they may not only lend credit to for profit buisnesssmen but also the poor farmer,etc.
