Answer:

The only actual disadvantages are : Hardware is binary and other multiples of 2 based. Decimal has 13 symbols (0 - 9 + -.) , so to represent letters or hardware addresses, or CPU commands, etc, we need to make decimal codes of that can be ambiguous.

Answer:

For numbers within a few orders of magnitude of 1, none. There’s no advantage (or almost none, see further below) to writing 2.7x10 3  instead of 2700. However, when writing very large or very small numbers, in which you can’t readily the determine the position of the significant number with respect to the decimal point just by inspection, but have to count; scientific notation does the counting for you. If I want to express the diameter of a carbon atom in meters, I can write 0.00000000017 or I can write 1.7x10 −10  and save you the trouble of counting the zeros. Likewise for large numbers: if I want to write the mass of the Sun, 2x10 30 kg is easier to write and read (and takes less space) than 2000000000000000000000000000000 kg.

With moderately large numbers, an advantage is that it lets you be explicit about the number of significant figures. If I say that a T. rex skeleton is 70,000,000 years old, it’s not clear if my uncertainty is on the order of 10 million years, 1 million years, 100000 years, or so on. I can distinguish these by writing 7x10 7 , 7.0x 107 , 7.00x 107 , etc.
