Factors affecting in motor development is due to these factors :

Age: Motor skills will be enhanced with age.

Example : 6 year old child can throw ball from 10 feet where 11 year child can throw from 30 feet.

Practice and exercise: Consistent practice is required for mastering these tasks that needs high level of coordination.  

Mobility and speed of reaction, balance, speed, strength and coordination seems improving with time and practice.

Socio economic status: Better socio-economic conditions better motor skills due to best opportunities.

Good health: Better health better growth and development.  

If children frequently suffer with sickness they can't attain motor skills and practice them.

Accidents and Injuries: It causes delay in motor gaining.
