A greater understanding of the sequence of events behind the conversion of agricultural land to urban uses is necessary before effective land use planning can occur, and the paper attempts to integrate land use policy issues with the development process from which they stem. Site qualities, regulatory measures, characteristics of landowners, public services, accessibility factors and developer initiative are the 6 factors influencing the land conversion process that are considered. Urbandale, a suburb of Des Moines, was investigated. Data problems and the 3 linear regression models used are discussed. The models isolate critical factors rather than provide definite statistical conclusions on the process of sprawl. Important variables were the existence of public services, elementary schools and major interstate access roads, but these were not under the control of the same decision makers.
