If memory serves, beauty became equated with fair (skinned) individuals in the mid-sixteenth century. It was a means of distinguishing the "fair" ladies of the court who were kept inside and out of the sun, from those women who had to toil in the fields, and thus became tan. Fair skin became the beauty standard of the time.
It is still appropriate in modern English to describe someone as fair, however the original meaning of "beautiful" is secondary to the now-primary meaning of "light-skinned."

or just fair.
For example:
I have very fair skin, so I must use a sunscreen every day.
People with fair skin are encouraged to stay out of the sun.
In some literature, you might even read a description about a "fair-skinned black person," which means that they have particularly light skin, even though they are of African descent or ethnicity.
