The gonads develop inside the body of the baby and is dragged down through a tunnel called the inguinal canal in the male child.
The reason this happens is due to spermatogenesis. Spermatogenesis requires a slightly lower temperature to work and produce functional sperm. Thus by having the testicles outside the body coupled with a sophisticated venous plexus to remove the heat from the blood this can be achieved.
In the female they simply remain where they develop naturally without a need to relocate.
