only one third of the student can pass the school
leaving examination because the french didn't want to give full access to french education to the vietnamese
they would compete with the french people in vietname

Only one-third Vietnamese would pass as failing students especially in the final year was the deliberate policy of French and its aim was to prevent the people of Vietnam for the better paid jobs which would be reserved for French colons.
