This means that after every 5 years leaders keep on changing. To take certain decisions it takes times. To pass many bills it took over 10 years. In politics since leaders keep on changing there is no stability. The new leader cannot pass the previous bill by not knowing the subject or by any other means.

When elections take place after every 5 years each participant wishes to be elected as a leader. In this case the participant can do any hook and crook to win the election. They distribute money, saree and many other things in the village to win the election. As people in village are innocent these participants use them. This is against the.
