The Speaker is elected by the Lok Sabha members usually of Majority or Ruling Party ( after first sitting ) .

He is the Guardian of powers and privileges of the members of House . He is the spokes person of the Lower House , and his decision in all Parliamentary matters is final .

As for your query related to Casting Vote , he generally does not vote first . But he can exercise a casting vote In case when House is equally divided on any question , then Speaker has the right and is entitled to vote .

This phenomenon is known as Casting Vote to settle down the deadlock between Members . Currently Mrs Sumitra Mahajan Is the Lok Sabha Speaker for 16th Lok Sabha
