Despite being less electronegative than oxygen and fluorine, chlorine has the highest electron affinity of any element. Also oxygen is normally found in its triplet state which has a barrier to reacting with singlet species (most organic compounds). Singlet oxygen is more reactive than chlorine I believe. Chlorine is also a singlet which is why it readily attacks and bleaches organic compounds while atmospheric oxygen does not.
