Formation of High Court:

The main head of a High Court is it's Chief Justice and other judges are also appointed with the consent of the President. Though there is no fixed number for the judges to be appointed. This appointment criteria is provided in Article 216 of Indian Constitution.

Jurisdiction:

A High Court acts as a court of record along with the Supreme Court of India. High Court also has some general jurisdictions which involves jurisdiction in revenue matters, writ of certiorari, etc.

A High Court can also transfer cases from the lower courts either to the Supreme Court of India or can dispose of the case itself. Under Article 226 of the Indian Constitution, every High Court of India is provided with the power of Writ Jurisdiction.
