The formation of ice from water is due to decrease in temperature at a particular pressure. However, hydrogen bonding between water molecules affects the freezing temperature,density and structural configuration of ice.

Due to the presence of hydrogen bonding water remains in liquid at room temperature. Without hydrogen bonding water may be a volatile liquid or a gas at room temperature. So, to freeze water into ice we have to maintain a temperature below 273K .

Moreover, the hydrogen bonds among water molecules arrange them in a cage like structure. So, the density of ice is less than water and this is the reason of expansion of water with cooling below 277K.

The formation of hydrogen bonding is responsible for the interesting behavior of water . It is a common behavior that density of ice is less that the density of water

Morever it is a well known fact that density of water is maximum at 4 degrer celcius
