A monsoon is traditionally a seasonal reversing wind accompanied by corresponding changes in precipitation,[1] but is now used to describe seasonal changes in atmospheric circulation and precipitation associated with annual latitudinal oscillation of the Intertropical Convergence Zone between its limits to the north and south of the equator. Usually, the term monsoon is used to refer to the rainy phase of a seasonally changing pattern, although technically there is also a dry phase. The term is also sometimes used to describe locally heavy but short-term rains.

Answer:

In summer, the land warms up faster near the equator, and most of the time the temperature of the land is higher than that of water in the oceans. The air over the land gets heated and rises. This causes the winds to flow from the oceans towards the land. These are monsoon winds. In winter, the direction of the wind flow gets reversed, it flows from lands to oceans.

The winds from the oceans carry water and results in bringing rain. It is also a part of the water cycle.
