Photographers hold back light to lighten an area on the print (dodging) or increase the exposure to darken areas on a print (burning). The more you paint over an area with the Dodge or Burn tool, the lighter or darker it becomes.When you select the Smudge Tool in Photoshop Elements and click and drag it in an image, it produces an effect similar to the effect of dragging your finger through wet paint. The Smudge Tool in Photoshop Elements picks up the color of the place at which you click. It then pushes that color through the rest of the stroke as you drag.
