The Prime Minister of India is appointed by the President. But it is expected of the President to appoint only that person as Prime Minister who is leader of the majority party in the Lok Sabha. This is necessary because the Constitution holds the Prime Minister and his team of ministers responsible to the Lok Sabha. But the Constitution does not debar the President from appointing a person as Prime Minister who belongs to the Rajya Sabha, or one who is not a member of the legislature if that person has been chosen as leader of majority party. In the last case the President can appoint the Prime Minister from outside the Parliament and such a person must get himself elected to the Parliament within a period of six months.

4. He guides the ministers
5. He is the leader of the house

The PM of India is also the chairman of planning commission.
