Local Self Government In The Rural Are

The panchayats were set up  with the recommendations of the Royal Commission Of Decentralisation in 1907.

The Rural Self Government Bill,1925 required the creation of a 9 member village body elected on the basis of restricted adult franchise.

the same system continued under Provincial Autonomy  introduced by the Government of India Act 1935    

Balwant Rai Mehta Commitee's Report

commitee set up under the leadership of Balwant Rai Mehta in 1957 to review the laws passed by the various states in regard to the organisation of panchayats

it submitted its report in 1958

it recommended 3 tier structure,which meant local government should be set up at three levels

village level : village panchayat

block level : panchayat samiti

district level : zila parishads
