As you correctly obesreved,if the outside pipe should be insulated.then the inside pipe should be insultd for all the same reasons .The outside pipe is 99 ft inside pipe is 1ft long.Then the 99ft will abosrbs 99 per more heat than the outside air.so ,it's very important to insultant outside pipe because it abosrbs lot of heat.its not so important to insulate inside pipe because it's so short aND it's absorbs less heat.your AC would be slightly more effecint if u insulted inside pipey-but you 99per insult by putting outside of it .and only 1 per benefit insulating from inside pipe
