Horse cart problem is a model/application of the 3rd law of newton. (Motion)

Mean It is just a prove of Newton's 3rd law of motion

3rd law of newton is:       (Motion)

Every action, there is an equal and opposite reaction.

For example:

The horse pushes backward on the ground, so the ground pushes forward with same force,And If the horse push back against the ground with a force greater than the cart's resisting force.

Q.2:  Apparent weight of a person in lift/elivator?

Answer:

Apparent weight:

The weight of any object which will different whenever the force of gravity acting on the object is not balanced by an equal but opposite normal force.

When lift is at rest:

Acceleration of body = 0

So, net force on the body f = 0

Hence, R - mg=0  

Apparent weight is equal to the actual weight of the body.

When lift is accelerating downwards:

Apparent weight of the body becomes zero.
