The philosophers believed that no one should be privileged by birth and be ranked on the basis of merit. John locke, in his Two treatises of government, he refuted the doctrine of lapse and absolute right of the monarch. Jean Jacques Rousseau carried the idea forwar, proposing a form of government based on social contract between people and their representative. In the spirit of the laws, montesquieu proposed a division of power within the government between legislativ, executive and the judiciary.
