Until the emergence of Naxalism, one of its main politico- ideological weapons was the letter from the Communist Party of China’s central committee to the CP of Soviet Union on June 14, 1963, called ‘25 points’, the central idea was to reject concepts like peaceful coexistence between states and explore a peaceful path for socialism. One might be stupefied to note that from the very first congress (Calcutta, Sept-Oct 1964), the party had been chasing events — charting a path of tailism of un-envisionable circumstances. During the debate ‘On the question of participation in the government’ (forced by Jyoti Basu’s explosive ‘historic blunder’ comment after the party’s decision not to form the centre-Left United Front government in 1996), at the 16th congress (Calcutta, October 1998), the minority position (led by Basu and Harkishen Singh Surjeet) disclosed that para 112 in the 1964 party programme was incorporated as an amendment (amendment No 118) out of compulsion.
