Because democracy is decided by the people in just one day of voting. After that the ruling party don’t have any control of the people, for a certain period. Ruling party can operate like a dictator, as if they themselves are the government, without any concern to the well being of the people.

Of course, democracy gives power to the people, but only for one day, at the day of voting. Thereafter, people became powerless for 4–5 years when the government is formed. Democracy itself does not necessarily protect the concerns of the people in this period, when the government is formed. Government or ruling party can possibly behave as they wish in this period. We can observe this in any form of democratic government, and people don’t have any power to control the way of working of government.

Just because people themselves chosen the government or the ruling party, does not mean that they can do anything or behave anyway. This is rationally incorrect.

So, to give the power to the people, even after the government is formed, the right to freedom of speech is necessary part of democracy. Freedom of speech allows people to raise their voice, express their concerns, criticize against the government. This way people can indirectly govern the nation. Government ensures the individual/people/groups the protection from any kind of threat arises out of speaking against government.

If government or ruling party threatens individual/people for speaking against government or any minister or policy, and do not protect the right to freedom of speech, then consider democracy to be collapsed and failed. In this condition, the government is ultimately dictatorship, even if it formed through votes by people themselves. Democracy does not mean a government through voting by people, but it means government of the people. This is literal meaning of democracy. Voting rights doesn’t mean government of people. Voting rights accompanied by freedom of speech against government, ministers, policy means democracy.

If people(party workers) themselves threatens speaking against these, then people support dictatorship. So they deserve dictatorship, because they are already in dictatorship. What is wrong if dictatorship will be the form of government, if the democracy is fake and itself work like a dictatorship.

Democracy without freedom of speech is ultimately a dictatorship, which may be called as “Groups(party) Dictatorship”, rather than dictatorship of single person. It is not necessary, and rationally incorrect that dictatorship must be of single person. Dictatorship can also be of any identifiable group, even if it is voted by people.

So the difference between dictatorship and democracy is freedom of speech.

This is why freedom of speech(relating to government) is very important part of democracy. This is the rationality behind why freedom of speech is made integral part of democracy.
