Cabinet or parliamentary form of government is that in which: Legislature and executive are closely related and share powers with each other. Cabinet is formed by the parliament and parliament is the superior organ. There are two executives i.e. the elected president or king and the Prime Minister.

There are mainly two forms of government present in democracy.

Parliamentary form of government. e.g.- Britain

Presidential form of government. e.g.- USA

This categorisation is based on the nature of relationship between the executive and legislative organ of the government. In case of presidential system the separation of power among the three organs is watertight whether in case of parliamentary system it is based on checks and balances.

The Parliamentary form of government has following distinct features

Nominal head of Government- In parliamentary system the head of the executive (President in case of India or crown in case of Britain), whether elected or not, is the nominal head and posses no real powers. the real power is with the real executive which is council of minister with the PM as the head.

executive drawn from legislature- In parliamentary system the members of the executive are drawn from legislature.

collective responsibility towards legislature- The council of ministers is collectively responsible towards the legislature. once the legislature loses its confidence in the executive the council of minister resigns immediately.
