I’m not sure I understand exactly what you are asking. In an atom electrons take on discrete energy levels dictated by quantum mechanics. An electron that is free of an atom could be seen to have any value of energy since motion, and hence momentum, is relative - different observers will measure different energies, and I don’t think this is necessarily quantized.
