According to Belgium constitution, the number of Dutch and french speaking ministers in the central government will be equal. Since both linguistic communities will have their own problems, no single community can make decisions.
The state government have been given many powers ( Responsibility, don't be confuse ) by the Central government. The state government are not subordinate to central government.
Equal representation of both the communities has made Brussels government a unique. because   Dutch speaking community has made equal representation in Central government, French speaking community has made equal representation in Brussels.
