The Khilafat movement (1919–1924), initiated by Muhammad Ali and Shaukat Ali, was a massmovement against the reduction of the temporal powers of Caliph (the teligious head of the Islamic world) after the defeat of the Ottoman Empire in Turkey during the First World War.the Khilafat movement came with many a defects. 
1) Increase in violence in the north where the infamous jallianwala bagh massacre 
2) The imposition of Rowlatt act which resulted in arresting of many political leaders and barring gandhiji from entering Delhi.

Afeter the world war the ottoman turkey lost the war, so there was a peace treaty settlement,high revenues on the ottoman emperor, sooo 2 brothers shaukat ali and mahummad ali organised khilafat and came to india for the help from Gandi
