Robesdpierre was a leader of Jacobins and banished Girondins. A committee on Public Safety was created to maintain order in France. He promised a Republic of Virtue. He established the Reign of Terror as he felt terror was necessary to counter terror. He ordered the execution of many people. Around thirty thousand people were executed. Watch Committees were designed to fight the enemies of the revolution and to prevent counter-revolution from gaining ground. Most of the people there were ordinary people and they could go to guillotine if they had to say anything critical of the revolutionary government. The watch committees were allowed to arrest any person on the ground of suspicion due to their participation in tyranny, federalism, and enemies of liberty.
