This is a question of civics but still I am answering.

The Constitution contains the most important rules of our political system. It protects the rights of the people inside the country, and it explains their obligations. Parliament passed the Constitution in 1996. so, constitution is necessary in democracy.
But in another form of government like dictatorship, monarchy etc constitution can't play its role because when the dectator or king/queen wants can change the rule they change so, in those country after having constitution they are not democratic.
