The line says that hunger and love govern and control the actions and plans of most people in the world. However, Mrs. Packletide was an exception to this general behavior. She was a selfish person who could resort to any unfair means to achieve fame and popularity in the society. The main purpose of her  existence was to outdo and outshine her arch-rivals.

Mrs. Packletide was consumed with jealousy and hatred when she learnt that Loona Bimberton had recently flown in an aeroplane with an Algerian pilot and this incident had made her the talk of the town. Her vanity, envy and desire to outshine others made her organize a false tiger hunt to outshine her social rival Mrs. Loona Bimberton.
