The scarecrow always has questions that bother/disturb him while doing his duty: How do seasons come and go? How do seasons go to and fro (back and forth)?
Since he is a scarecrow, the poet gives personification to this non-living object. The poet is writing the poem as though it is a child's imagination. He emphasizes the little things the scarecrow doesn't know about. Scarecrows are self-explanatory, they scare crows or other birds. But this poet made the readers think that a scarecrow has more adventure than you feel, making it more exciting to read.
