These lines mean that if a country follows democracy it need some rules and regulations to be followed which the constitution amends and practices in the country..
So all the countries which have a democracy needs to have a constitution..
The countries which have constitution all can not be democratic..

it means that in every country it is possible that a country can have a constitution but it is not always necessary that a contry which is having a constitution is democratic . it might be possible a country is having a constitution but it is not a democratic country .
