Collective responsibility, also known as collective guilt, refers to responsibilities of organizations, groups and societies. In reality collective responsibility could be both collective guilt as well as collectible honor. Or in simple words, the term Collective Responsibility means that all the members of the Council of Ministers are collectively responsible for the decision taken by them pertaining to the Government of the State.
