. This is the second Report after the constitution of XIHth Law Commission. This Report is being

submitted in pursuance to the formal reference made by the Minister for Law & Justice vide his D.O.

No. F. 12(1)/87-IC, dated 30th March, 1987 to the Xlth Law Commission headed by Justice D.A-

Desai. A photo copy of the letter is enclosed. By that letter the Law Commission was requested to

examine the questionlwhether Public Sector Undertakings should be excluded from the operation of

Article 12 of the Constitution.
