It depends upon which part of world are you living in. I am giving answer with respect to two prospectives :

Western Secularism

The word secularism implies three things in western world:

Freedom of the religion

Equal citizenship to each citizen regardless of his or her religion

The separation of the religion and the state.

Indian Secularism:

secularism in India means equal treatment of all the religion by the state.unlike the western concept of secularism which envision separation of religion and the state.

the concept of secularism envision acceptance of religious laws as binding on the state and equal participation of state in different religions.

the state treats all citizens as equal regardless of their religion.

secularism is divisive politically charged topic in India.

7th schedule of Indian constitution places religious institutes , charities and trust in to so called concurrent list which means both central government of India and various state government can make their own laws about religious institution charities and trusts. if the conflict occur the previous one prevails over the latter.

the word secularism in India doesn't imply separation of religion and the state."It means equal treatment for all the religion.

From above two prospective it is clear that in a secular state you can wear your religion with pride and state consider you first class citizen irrespective of your religious identity , which is a far reality in a theocratic or non secular state.

If a person or state accepts a person irrespective of his religion, race, creed you can call that person a secular person or state a secular state respectively.
