Vulnerability is a measure, which describes the greater probability of certain communities of becoming, or remaining, poor in the coming years.
This concept can be better understood with an example. A polio disabled person is very vulnerable since he/she is physically handicapped and dependent on other people for their needs. Similar is the case with older people and small children since both depend on others.
To cater to the need of such people government has provided several policies and schemes as well.
The Scheduled Caste, Scheduled tribes, women are the groups most vulnerable to poverty.
